The Sierra Leone Water Company has launched a new performance management system as part of its ongoing institutional reforms, with the signing of a Performance Management Contract by Chief Utility Director, Ing. Abdul Ben Lebbie.
The agreement marks a key step in SALWACO’s strategy to improve service delivery, strengthen accountability, and enhance the financial sustainability of the utility.
Speaking at the signing ceremony, Managing Director Ing. Tiideni Hawa Jabbi described the initiative as central to the company’s transformation agenda. She said the contracts are designed to set clear performance targets for management and staff, while ensuring greater responsibility for results.
“This framework will help us improve productivity, track performance, and ensure that every level of the organization is aligned to our service delivery goals,” Jabbi stated. “It is about building a culture where accountability drives efficiency.”
According to the Managing Director, Technical Directors will also sign performance contracts in the coming days. Regional Managers, Station Managers, and other senior personnel are expected to complete the process by the end of this week.
Jabbi noted that the reform is expected to boost revenue mobilization and collection by tying individual responsibilities to measurable outcomes. She added that improved performance across departments will be critical to positioning SALWACO as a more efficient and financially viable public utility.
The rollout follows a one-day training on Performance Management Contract reporting held last week at the Makeni Station Conference Room. The session brought together Technical Directors, Regional Managers, and Station Managers to build capacity for monitoring, reporting, and implementing the new system.
SALWACO said the performance contracts form a core pillar of its broader reform program, which aims to modernize operations, increase revenue, improve customer service, and ensure the long-term sustainability of water supply services nationwide.
