Freetown, Sierra Leone – On November 25, 2025, the Parliament of Sierra Leone debated and ratified a pivotal Offshore Bulk Handling Concession Agreement aimed at bolstering the nation’s development.
The agreement, established between the Sierra Leone Ports and Harbours Authority (SLPHA), the Government of the Republic of Sierra Leone (GoSL), and Sierra Bulk Handling Limited (SBH), was dated November 10, 2025.
Deputy Minister of Transport and Aviation, Rex Bonapha, presented the agreement, highlighting the significance of offshore transshipment in the core activities of the SLPHA. He noted that despite the substantial investment required for such operations, the authority has historically been unable to undertake this function independently. Under the new agreement, SBH will be mandated to conduct offshore transshipment with support and oversight from the SLPHA.
“Sierra Bulk Handling is seeking the concession to manage the overseas handling of consignments for transshipment in Sierra Leone’s waters,” he stated, clarifying that the company, formed by local entrepreneurs, aims to commercialize offshore bulk handling services.
The Deputy Minister emphasized that this agreement would rectify the current scenario where private entities handle offshore shipments with little fiscal benefit to the government. He assured Members of Parliament that the partnership would stimulate the Sierra Leonean economy through revenue mobilization, job creation, enhanced offshore security, and environmental protection, all at zero cost to the government. He revealed that an investment of $250 million would be made within ninety days following ratification, with annual payments to the government thereafter.
Chief Whip of Parliament, Hon. Dickson Rogers, noted that this agreement is groundbreaking as it incurs no costs to the government while offering substantial benefits. He highlighted its alignment with President Bio’s commitment to job creation for Sierra Leoneans and its potential to generate revenue to support national development programs.
The Leader of the Opposition, Hon. Abdul Kargbo, expressed enthusiasm for the agreement, stating that any investment beneficial to Sierra Leoneans brings him joy. He emphasized the importance of environmental protection, safety, transparency, and accountability in import and export processes, asserting that the positive aspects of the agreement outweigh the negative concerns.
In closing, Hon. Mathew Sahr Nyuma, Leader of Government Business, addressed several key clauses, including revenue projections, private sector involvement, and consumables waivers. He underscored the importance of the agreement in addressing offshore security issues, preventing drug smuggling, and mitigating pollution in marine environments. He assured Parliament that oversight measures will be put in place for effective implementation.
In response to concerns raised by lawmakers, Deputy Minister Bonapha promised that the government would address all issues raised to ensure the agreement’s successful implementation and maximize its benefits for the country.
