ACC Denies Claims of Clearing Koidu Holdings Amid Ongoing Investigation

The Anti-Corruption Commission (ACC) has firmly rejected claims made by Octea Limited that Koidu Holdings (SL) Limited has been exonerated from corruption allegations. In a recent statement, the ACC clarified that its investigation into the company remains active, and no conclusions have been drawn.

On May 6, 2025, Octea Limited communicated with the Office of the First Lady, asserting that the ACC had found no evidence of corruption, bribery, or related misconduct involving Koidu Holdings. The ACC responded, labeling this assertion as inaccurate, emphasizing that the investigation is still in progress.

The ongoing inquiry encompasses several serious allegations, including tax evasion, failure to remit employee deductions and payments to state institutions such as the National Social Security and Insurance Trust (NASSIT) and the National Revenue Authority (NRA). Other concerns involve non-compliance with employee entitlements, tax avoidance on mineral exports, violations of local content labor laws, and improper use of expatriate workers to minimize tax liabilities. Additionally, the ACC is examining the use of foreign financial arrangements and potential collusion with individuals and state institutions to evade legal and financial responsibilities.

The Commission reiterated that Koidu Holdings has not been cleared of any wrongdoing, and it will keep the public informed once the investigation concludes.

In a separate clarification, the ACC addressed an allegation from the same letter regarding an investigation into the First Lady of Sierra Leone for misuse of public and charity funds. The ACC stated that this claim is unfounded. The Commission had previously assessed the appropriateness of public funds allocated to the Office of the First Lady and found that the allocations align with practices for past first ladies. Recommendations for improving the management of these funds have already been implemented.

The ACC concluded by assuring the public that its investigation is ongoing, and results will be communicated upon completion.
