AFROSAI-E Chief Strengthens Ties with Sierra Leone’s ACC

Freetown, Sierra Leone – On November 25, 2025, Meisie Nkau, Chief Executive Officer of the African Organization of English-speaking Supreme Audit Institutions (AFROSAI-E), and her delegation from Waterkloof, Pretoria, South Africa, paid a courtesy visit to the Anti-Corruption Commission (ACC) at Integrity House, Tower Hill.

This visit is part of AFROSAI-E’s initiative to enhance collaboration and promote the independence of Supreme Audit Institutions (SAIs) across its 26 member countries, including Sierra Leone.

During her meeting with the ACC Management Team, Mrs. Nkau reaffirmed AFROSAI-E’s dedication to building capacity, ensuring the independence, and enhancing the effectiveness of SAIs. She discussed the organization’s commitment to providing technical support and training designed to improve audit performance, produce high-quality audits, and maintain relevance and impact.

Mrs. Nkau outlined five key focus areas for AFROSAI-E: ensuring SAI independence, enhancing strategic management and leadership, strengthening human resource development, improving audit practices, and fostering effective communication and engagement with stakeholders. She stressed that SAIs must demonstrate their value through high-quality work before advocating for full independence, noting that independence can be compromised in some countries.

Additionally, she highlighted the necessity of collaboration between audit offices and anti-corruption entities to ensure that audit recommendations lead to meaningful enhancements in Public Financial Management systems and service delivery. She encouraged ongoing dialogue with the ACC to bolster their partnership and amplify the effectiveness of their shared initiatives.

Deputy Commissioner of the ACC, Augustine Foday Ngobie, warmly welcomed the AFROSAI-E team, recognizing the aligned objectives of both institutions in fostering transparency and accountability. He noted that while the ACC and the Audit Service Sierra Leone (ASSL) have distinct mandates, their collaboration is essential for achieving their respective goals. “The work of the ACC often begins where the ASSL’s work concludes,” he remarked.

Mr. Ngobie emphasized that the areas highlighted by Mrs. Nkau—such as transparency, legal frameworks, and communication—are crucial not only for audit institutions but also for the ACC’s mission. He reiterated the Commission’s commitment to holding duty-bearers accountable and encouraged AFROSAI-E to incorporate the ACC in future capacity-building initiatives.

Patrick Sandi, Coordinator of Operations at the ACC, also addressed the meeting, stressing the importance of the cooperative and mutually beneficial relationship between the ACC and ASSL. He asserted that capacity building should extend beyond knowledge sharing to include measurable impact, particularly in ensuring that Ministries, Departments, and Agencies implement audit recommendations. He concluded by stating that the ACC remains open to further partnerships.
