Freetown, Sierra Leone — August 27, 2025 — The Tripartite Steering Committee Secretariat (TSCS) convened with the Office of National Security (ONS) to discuss the implementation of key tripartite recommendations related to election security. This meeting focused on recommendations 30, 31, and 74, which emphasize the need for capacity building for security forces, the provision of necessary tools, and the institutionalization of professionalism in managing political events.
Ngolo Katta, Coordinator of the TSCS, underscored the significance of addressing these recommendations, noting their direct impact on the fundamental rights of political parties and their supporters. The meeting took place on Wednesday, August 27, 2025, at the ONS office.
Abdulai Caulker, National Security Coordinator, reported substantial progress in implementing the tripartite recommendations. He highlighted ongoing discussions at provincial and district security meetings and noted that engagement with the leadership of the Sierra Leone Police is currently underway. A concept note will soon be prepared and shared with the TSCS to initiate funding efforts for capacity-building initiatives.
Recognizing the unpredictable nature of the electoral environment, Caulker emphasized the necessity of conducting election-focused training following a comprehensive elections needs assessment to identify thematic gaps. This training is scheduled to occur closer to the elections but will not hinder ongoing preparatory planning and fundraising efforts.
The ONS has identified eight key recommendations aimed at enhancing election security, and records indicate commendable progress in their implementation thus far. The TSCS plans to conduct similar engagements with the Electoral Commission for Sierra Leone (ECSL) to assess and track the progress of recommendations pertinent to their operations.
