FCC Backs ACC in Major Public Funds Probe

In an exclusive interview with Daily Scope Newspaper, the management of the Freetown City Council (FCC) expressed their unwavering support for the Anti-Corruption Commission (ACC) investigation into the alleged diversion of public funds by Council staff. The investigation has garnered significant attention following the revelation of a corruption scandal involving approximately 4 billion Leones.

At a media briefing held on February 27, 2025, FCC management detailed the steps taken in response to the discovery of discrepancies in the Council’s accounts. In November 2024, it was found that billboard revenue had not been deposited into the Council’s bank accounts, prompting the establishment of an investigation committee. This committee’s efforts coincided with the ACC’s own investigation, which is now being led with full cooperation from the FCC.

Anti-Corruption Commissioner Francis Ben Kaifala revealed significant details regarding the ongoing investigation, expressing concern over the manipulation of the system by certain individuals. He emphasized that discrepancies were identified in FCC accounts, particularly concerning a payment of 100 million Leones from Media Tech that was not recorded. Furthermore, checks issued in the FCC’s name were misappropriated by altering their designation to “football club,” redirecting funds intended for the Council.

Mayor Yvonne Aki-Sawyerr highlighted the internal controls implemented in recent years to enhance revenue mobilization and collection, stating that these measures were instrumental in identifying the irregularities currently under investigation. The Council’s proactive stance reflects their commitment to transparency and accountability.

Several individuals linked to the scheme have been arrested, and some have begun returning the misappropriated funds. The ACC is evaluating next steps, with both the individuals involved and the FCC itself facing potential consequences. Kaifala warned that banks aiding in the embezzlement of public funds would also face scrutiny and legal action.

In light of the situation, the FCC management reiterated their commitment to working closely with the ACC to ensure that justice is served and that those responsible are held accountable. They emphasized the importance of strengthening internal controls and safeguarding public funds, a sentiment echoed by Kaifala during a recent press conference.
