Five Years of Absenteeism: Teacher Accused of Collecting Salary Without Teaching Duties

Jusu Michael Kapu, a teacher at Methodist Junior Secondary School in Kenema, has reportedly been receiving a government salary since 2018 despite not fulfilling his teaching duties. This situation has sparked significant concern among community members, fellow educators, and school authorities, who allege that Kapu has been absent from his responsibilities for years.

Munya Bawoh, an investigative journalist, has submitted a formal complaint to the Anti-Corruption Commission (ACC) detailing claims against Kapu, who also serves as a councilor for the Kenema City Council. According to the complaint, Kapu has not been present at the school since 2018, yet remains listed on the government payroll.

Bawoh’s investigation reveals that during the 2018-2019 academic year, Kapu was absent, allegedly engaging in political activities. This pattern continued through the 2019-2020 and 2021-2022 academic years, with no recorded attendance. In the 2020-2021 academic year, he signed the attendance book only twice, on September 14 and October 21, 2021. He was absent during the 2022-2023 and 2023-2024 academic years as well.

In the current 2024-2025 academic year, Kapu reportedly visited the school to participate in a teacher verification exercise, signing the attendance book multiple times in March and April 2025, but without fulfilling his teaching responsibilities.

Bawoh has urged the ACC to conduct a thorough investigation into the matter, ensuring accountability and implementing measures to prevent future payroll irregularities.
