Government Invests Le4.75 Billion in 2023 Road Rehabilitation: Will It Drive Progress?

In a significant commitment to infrastructure development, the Government of Sierra Leone allocated a remarkable Le4.75 billion for road rehabilitation in 2023, marking it as the largest single procurement category for the year despite only 58 procurement actions.

This substantial investment underscores the government’s dedication to enhancing infrastructure amid a challenging fiscal environment. Procurement data reveals that road-related infrastructure spending far surpassed other categories, including Building Construction, which accounted for Le1.41 billion across 44 actions, and Building Maintenance & Small Works, totaling Le1.54 billion through 157 actions.

The public health sector also received considerable funding, with Medical Drugs, Equipment, Consumables, and Reagents totaling Le260.5 million across 43 procurements, reflecting ongoing efforts to improve medical services. Operational expenditures were also noteworthy, with Office Supplies and Stationery costing Le423.8 million from 480 procurement actions. Additionally, Uniforms accounted for Le126.1 million through 26 actions, while investments in Solar Equipment & Maintenance reached Le87.6 million across 34 transactions.

In contrast, Agricultural Crops, Inputs, and Seeds—critical for food security—received only Le81 million through 43 procurements. This raises concerns over the prioritization of administrative costs, with Printing Services drawing Le804.9 million over 330 transactions.

These figures paint a clear picture of the government’s fiscal priorities in 2023, heavily favoring infrastructure development and health investments, while prompting questions about efficiency and resource allocation.
