Government Reaffirms Commitment to Refugee Protection at UNHCR Executive Committee Meeting

United Nations High Commissioner for Refugees (UNHCR) Executive Committee (ExCom), the government reaffirmed its dedication to protecting vulnerable populations and pursuing sustainable solutions

Geneva, Switzerland, October 7, 2025 — At the 76th Session of the United Nations High Commissioner for Refugees (UNHCR) Executive Committee (ExCom), the government reaffirmed its dedication to protecting vulnerable populations and pursuing sustainable solutions for displaced individuals. Commissioner of the National Commission for Social Action (NaCSA), Ambassador Ernest Mbaimba Ndomahina, delivered this message on behalf of President Julius Maada Bio, who chairs the Economic Community of West African States (ECOWAS).

“In these challenging times—characterized by conflict, climate change, and displacement—we are reminded of our shared responsibility to uphold the rights and dignity of those on the move,” Ambassador Ndomahina stated.

The Commissioner outlined various initiatives aimed at addressing protracted refugee situations, enhancing livelihoods, and supporting host communities. He referenced the ECOWAS Free Movement and Migration Project, which aligns with the Global Compact for Migration and promotes Sustainable Development Goals (SDGs) focused on gender equality, decent work, and social justice.

Ambassador Ndomahina also discussed efforts to strengthen the national asylum framework, including capacity building and the operationalization of the Refugee Status Determination (RSD) process. He emphasized the commitment to ratifying the Protocol on the Right to a Nationality to prevent statelessness.

Integration emerged as a key focus, with the Commissioner citing programs such as the Productive Social Safety Nets and Youth Employment (PSSNYE) initiative, along with the IOM-supported Cash Plus program, which provide livelihood support and education access for vulnerable youth, particularly in border regions.

“We appreciate the support from our partners and urge for enhanced technical assistance, stronger public-private partnerships, and investments in digital innovation and legal capacity development, especially as we navigate climate vulnerabilities and budget constraints,” he added.

In response to Ambassador Ndomahina’s remarks, UN High Commissioner Filippo Grandi praised the government’s initiatives for protecting the rights of refugees and fostering regional cooperation for their inclusion.
