High Court to Auction Property of Convicted Embezzler to Recover Le3.9 Billion Stolen from EDSA

The High Court of Sierra Leone has scheduled a public auction for a parcel of land owned by Mohamed Sheku Turay, a former banker convicted of embezzling Le3.9 billion from the Electricity Distribution and Supply Authority (EDSA). The auction will take place on Saturday, December 6, 2025, at 12:30 p.m. at the property located at 4A/4 Jones Street, Kissy Village, East Freetown.

This sale is part of efforts to recover funds illegally obtained by Turay. The land spans approximately 0.0602 acres, translating to around 0.7 town lots. The auction will be overseen by the High Court’s General and Civil Division, and the conditions of sale have been outlined in a notice signed by Inspector-General of Police William Fayia Sellu.

Key conditions for potential buyers include:

  • The highest bidder will be declared the purchaser and must sign a bidding memorandum immediately after the declaration.
  • The purchaser is required to pay half of the purchase price on-site, with the remaining balance due at the Under Sheriff’s office by noon on the seventh day following the auction.
  • Non-compliance with these conditions grants the Under Sheriff the authority to rescind the sale contract.

The sale will also be subject to a reserved price. Interested buyers are advised to contact the Office of the Under Sheriff at the Law Courts Building on Siaka Stevens Street in Freetown, rather than the Anti-Corruption Commission (ACC).

Turay, who was fined Le100 million for his crimes, paid the fine but failed to meet the restitution deadline for the stolen funds. After fleeing the country, he has evaded efforts by the ACC to recover the misappropriated money. The court has authorized the sale of Turay’s property, valued at approximately USD 300,000, which is a four-story building used for both residential and commercial purposes.
