Kingho and Others Summoned by Public Accounts Committee Over Revenue Arrears

The Public Accounts Committee (PAC) of the Sierra Leone Parliament has issued a public notice summoning 20 companies, including Kingho, to address outstanding revenue arrears owed to the Government of Sierra Leone. This decision follows the PAC’s review of revenue arrears records, conducted in accordance with its functions as outlined in Order 70(6) of the Standing Orders of Parliament and Regulation 73 of the Public Financial Management Regulations 2018.

Parliament’s action is also supported by Section 8(1) of the Finance Act 2022, which amends Section 106 of the Income Tax Act 2000. This section establishes that “income that is due and payable shall be the debt owed to Sierra Leone and shall be payable to the Commissioner General.” Furthermore, Section 8(2) of the same act empowers the Commissioner General to publish the details of each defaulter and the corresponding debt in the Gazette or a registered media outlet to enforce payment.

In accordance with Sections 93(3) and 93(6) of the 1991 Constitution (Act No. 6 of 1991) and Order 70(6) of the Standing Orders of Parliament, the PAC has summoned the 20 companies, along with the leadership of the National Minerals Agency (NMA), to appear before the Committee on Wednesday, April 30, 2025, at 11:00 AM at the Administrative Building of Parliament, Tower Hill, Freetown. The purpose of this summons is to address arrears owed to the NMA as of December 31, 2024.

The public notice explicitly states that failure to comply with the summons may result in enforcement action in accordance with the law.
