The National Civil Registration Authority (NCRA) has initiated a groundbreaking program aimed at issuing free national identification cards to persons with disabilities (PWDs), a move designed to promote inclusion and improve access to essential public services.
The registration campaign kicked off on Saturday at the NCRA headquarters in Freetown, led by Director General Mohamed Mubashir Massaquoi. A mobile registration team has been deployed to three key communities—Pademba Road, ECOWAS Street, and House of Jesus—following requests from local representatives highlighting the financial barriers many PWDs face in paying the standard registration fee of SLL145.
“This initiative is about more than just providing ID cards; it’s about affirming the rights and dignity of every citizen,” Mr. Massaquoi stated. “Access to identification is crucial for obtaining healthcare, education, financial services, and mobile connectivity.”
During the initial phase of the program, 120 PWDs were registered, receiving ID cards at no cost thanks to government funding and strategic partnerships. Beneficiaries expressed their appreciation for the initiative. Sinneh Conteh, a resident of Pademba Road, shared, “For years, many of us lived without proper identification. Today, thanks to the government and NCRA, we can access services that others take for granted.”
Officials indicated that the program is set to expand to include additional underserved groups after assessing the outcomes of the pilot phase. This initiative is anticipated to foster socioeconomic inclusion, enhance national security, and advance Sierra Leone’s digital transformation.
