A significant milestone was achieved on October 12, 2024, in Cairo, with the signing of a Memorandum of Understanding (MoU) between Sierra Leone and Egypt aimed at enhancing cooperation in the fishing, aquaculture, and trading sectors. The agreement seeks to foster collaboration, promote sustainable practices, and leverage shared expertise for mutual benefit. The MoU was signed by Princess Dougba, Minister of Fisheries and Marine Resources, and General Islam Abdel Hamid Attia Rayan, Chairman of the Board of Directors and CEO of the National Company for Fisheries and Aquaculture (NCFA) of Egypt.
Representing Sierra Leone at the signing were Muana Brima Massaquoi, Deputy Minister of Defence, and Sadiq Silla, Ambassador to Cairo, who emphasized President Bio’s commitment to Economic Diplomacy. The Egyptian delegation included Major General Nasser Saleh, Deputy Head of NCFA; Brigadier General Bassam Mohamed, Head of the Planning Sector; and Major General Adel Rashed, Head of Human Resources at NCFA. The private sector was represented by Bassem Jamil Sahid Mohamed, Managing Director of Sierra Fishing Company.
The Memorandum outlines key objectives focused on promoting sustainable fishing practices and enhancing trade opportunities. These objectives include improving post-harvest handling and value addition of fish and fish products, establishing a collaborative framework for knowledge sharing, committing to sustainable fishing methods, facilitating training programs for stakeholders, exploring mutual access to markets, installing monitoring systems on fishing vessels, and promoting joint research initiatives to advance aquaculture technologies.
In her statement, Princess Dougba remarked, “Today marks a landmark moment as we embark on this new chapter of cooperation. This MoU with Egypt is not just a signature on paper; it embodies a commitment to sustainable practices, shared knowledge, and mutual growth. Together, with the support of the Embassy in Cairo and the Ministry of Defence, we will enhance our fishing industries, enrich livelihoods, and ensure food security for our people.” General Islam Attia echoed her sentiments, affirming the joint commitment to collaboration and the importance of harnessing resources wisely for future generations. Following the signing, both parties will develop an implementation plan, including specific initiatives and timelines, to ensure that the objectives of the MoU are met effectively.
