NLe 2.4 Million Corruption Case: Former SLEWRC Chief and Colleagues Indicted

The Anti-Corruption Commission (ACC) has officially indicted Emmanuel Mannah, the former Director General of the Sierra Leone Electricity and Water Regulatory Commission (SLEWRC); Isatu Mariama Bah, a Procurement Officer at SLEWRC; and Richard Anthony Success Lahai Goba, a Procurement Officer with the Electricity Distribution and Supply Authority (EDSA), over alleged corruption involving a total of NLe 2.4 million in contract violations.

Emmanuel Mannah faces six charges, including using his position for personal advantage, failing to disclose interests in a company, and conspiracy related to corruption under the Anti-Corruption Act. Isatu Mariama Bah and Richard Anthony Success Lahai Goba are jointly charged with four counts, primarily concerning failure to adhere to proper procurement procedures and conspiratorial actions.

The indictment follows investigations into two projects funded by the World Bank in 2024—one aimed at reviewing the SLEWRC Act and another focused on a nationwide campaign promoting electricity usage. These contracts were allegedly awarded in breach of procurement laws, with one contract valued at Le1,182,288.08 and another at Le1,300,000, both exceeding the required thresholds for the Request for Quotation (RFQ) procurement method.

Further inquiries revealed that Mannah allegedly exploited his position and knowledge of project funding to benefit FAME Consultancy Services, a company in which he has a vested interest.
