SL’s Mines Minister Advocates for Unity Among African Diamond Producers

Dubai, United Arab Emirates, November 18, 2025 Julius Daniel Mattai, SL’s Minister of Mines and Mineral Resources, has urged African diamond-producing countries to present a united front to influence decisions and policies beneficial to the continent.

Mattai, who also chairs the African Diamond Producers Association (ADPA), made the appeal during a Pre-Meeting organized by the ADPA ahead of the 2025 Kimberley Process Plenary in Dubai. He emphasized the association’s commitment to protecting the diamond sector’s integrity while enhancing Africa’s collective voice in the Kimberley Process discussions.

Encouraging delegates to engage constructively, Mattai highlighted that a cohesive approach would bolster Africa’s negotiating power, ensure shared priorities are adequately articulated, and enhance the credibility of diamond-producing nations in international forums.

Key issues discussed during the Pre-Meeting included the ongoing global debate on the definition of conflict diamonds. Delegates emphasized the need to revise and modernize this definition to better reflect contemporary circumstances within the diamond value chain. They collectively agreed on the necessity of including diamond-producing communities in this definition, asserting that such inclusion would promote transparency and benefit vulnerable populations affected by diamond extraction and trade.

The Pre-Meeting underscored the significance of unity, collaboration, and active participation among Africa’s diamond-producing nations. Delegates committed to finalizing a consolidated position to present at the upcoming 2025 Kimberley Process Plenary, ensuring that Africa’s interests and the welfare of its diamond-producing communities remain at the forefront of global discussions.
