The World Food Programme (WFP) Sierra Leone’s Research, Assessment, and Monitoring Unit is inviting expressions of interest (EOI) from qualified service providers to conduct various monitoring activities crucial to enhancing program quality and accountability.
WFP aims to procure professional services for data collection, analysis, and reporting as part of its Third-Party Monitoring (TPM) initiative throughout the year. This initiative is essential for ensuring transparency and program quality by providing independent, high-quality data to evaluate implementation, identify gaps, and suggest improvements.
Objectives of the TPM
The TPM component has four primary objectives:
- Enhance program quality through objective monitoring.
- Ensure accountability by monitoring activity implementation.
- Improve decision-making with timely, reliable data.
- Strengthen community engagement via a Community Feedback Mechanism.
Eligibility Criteria
Service providers, including research firms, universities, NGOs, and other institutions, must meet specific eligibility criteria to participate:
- Local Registration: Bidders must be legally registered and operating in Sierra Leone, providing necessary documentation such as a valid Certificate of Business Registration and a Municipal or District Council Certificate.
- Proof of Compliance: Providers must submit documentation demonstrating good standing, including a Tax Clearance Certificate and a NASSIT Compliance Certificate.
- Technical Capacity: Eligible suppliers should have qualified personnel experienced in monitoring methodologies, strong analytical capabilities, and effective communication skills for presenting findings.
Application Process
Interested parties must request the EOI Response Form from WFP via email at procurement@wfp.org. The completed form should include:
- Tables outlining WFP requirements and supplier information.
- Supplier financial status and relevant experience.
- CVs of senior staff (up to three).
- Signatures from authorized representatives and company stamps.
All submissions must be complete and signed, as incomplete applications will be rejected. Responses will be treated with confidentiality.
Deadline for Submission
The deadline for submitting expressions of interest is set for June 3, 2025, at 17:00 hrs (Local Time). Late submissions will not be considered.
