The Public Sector Reform Unit (PSRU) has started monitoring the implementation of recommendations contained in the Tripartite Agreement following an engagement with the leadership of the Electoral Commission for Sierra Leone (ECSL).
The meeting, held on Wednesday, 18 March 2026, took place at the ECSL’s Tower Hill office in Freetown. Present at the engagement were the Chief Electoral Commissioner, Chairman and National Returning Officer, Mr. Edmund Sylvester Alpha, and other senior ECSL officials.
Welcoming the PSRU team, Mr. Alpha expressed appreciation for the Unit’s support and guidance, describing the discussion as an initial step to ensure all stakeholders understand and remain aligned with the objectives of the monitoring process.
He highlighted several key recommendations in the PSRU’s Independent Management and Functional Review (IMFR) report. Among them is the streamlining of the Commission’s organizational structure, including the creation of job descriptions for senior positions and the development of new staff agreements.
Mr. Alpha also stated that the Commission is working to develop its own proposals aimed at forming a hybrid framework that reflects ECSL’s operational realities and future direction.
The ECSL chairman further reaffirmed the Commission’s commitment to implementing all recommendations in the IMFR, particularly those relating to staff remuneration, staff rationalisation, and the creation of a comprehensive scheme of service.
He also emphasized the importance of rationalising staff in preparation for the proposed new structure, noting that the process will involve reviewing existing roles and determining how staff can be effectively positioned under the revised framework.
In response to ECSL’s contributions, the PSRU team indicated that it will consider the Commission’s perspectives to help ensure the resulting structure remains functional, sustainable, and consistent with the ECSL mandate. PSRU also stressed the need to maintain objectivity throughout the exercise to ensure decisions are credible and durable.
On behalf of the Director, Mr. Williams reiterated the Unit’s commitment to the monitoring exercise, assuring that PSRU is focused on completing the process in a timely and effective manner.
The PSRU monitoring exercise, according to officials, is intended to track implementation and progress, promote accountability and transparency, identify bottlenecks and challenges, provide technical support where necessary, and ensure timely execution of the agreed reforms.
