MCC Hails Sierra Leone’s Compact Progress, Urges Final Steps for Full Funding

WASHINGTON, D.C., 21 April 2026 The Millennium Challenge Corporation (MCC) has praised Sierra Leone’s implementation of its Compact program, describing the country’s performance as a “success story” during high-level talks in Washington.

Acting Managing Director of the Department of Compact Operations, Carrie Monahan, told the meeting she was satisfied with key milestones reached so far. She cited the creation of the Millennium Challenge Authority – Sierra Leone (MCA-SL) and ongoing negotiations on a critical minerals agreement as clear signs of readiness to move into full implementation.

Monahan urged the government to finalize its outstanding contributions to the Compact, noting that doing so would clear the way for the Entry into Force (EIF) agreement — the last requirement before full disbursement of funds.

The discussions also reviewed Sierra Leone’s eligibility benchmarks. Naureen Haque, Director of the Department of Policy and Evaluation, commended the country’s recent scorecard results but called for continued reforms to improve the business climate, strengthen democratic institutions, and deepen social cohesion.

Finance Minister Sheku Ahmed Fantamadi Bangura reaffirmed President Julius Maada Bio’s commitment to the Compact process. He disclosed that Cabinet has approved Sierra Leone’s accession to the Africa Trade and Investment Development Insurance (ATIDI), a move intended to protect investments from trade and political risk.

Responding to MCC’s recommendations, Minister Bangura said the government is consulting stakeholders to implement the national unity agreement and electoral reform proposals.

Both sides closed the meeting with a pledge to fast-track remaining technical requirements, positioning Sierra Leone to leverage the Compact for long-term economic transformation.
