Swaray Lobbies ILO Chief for Labour Survey Funding, Permanent Tripartite Forum

Sierra Leone has requested technical and financial support from the International Labour Organization (ILO) in Geneva, Switzerland, on Friday, 12 June 2026, to conduct a national Labour Force Survey and to formalize its Social Dialogue Forum as a permanent tripartite platform.

The request was made by Minister of Employment, Labour and Social Security Mohamed Rahman Swaray during talks with ILO Director-General Gilbert F. Houngbo on the margins of the 114th International Labour Conference.

Minister Swaray commended the ILO on the recent adoption of the Convention on Decent Work in the Platform Economy and the Transformative Agenda for Gender Equality at Work, calling both measures “major milestones” for workers’ rights and inclusive labour markets globally.

He briefed the Director-General on Sierra Leone’s domestic progress, including the hosting of the Second National Labour Conference and Social Dialogue Forum in Freetown. The forum convened government officials, employers, workers’ representatives, and other stakeholders to address pressing labour and employment challenges.

Discussions also covered Sierra Leone’s ongoing efforts to ratify additional ILO conventions, update national labour laws, and strengthen tripartism, decent work standards, and social dialogue mechanisms.

Minister Swaray further extended best wishes to Mr. Houngbo on his bid for re-election as ILO Director-General.

To consolidate recent gains, Sierra Leone is seeking ILO assistance to carry out a comprehensive Labour Force Survey that will improve employment data and inform policy. The government is also pushing to institutionalize the National Labour Conference and Social Dialogue Forum, transforming it from an ad-hoc event into a standing mechanism for structured engagement among social partners.
