Parliament on Thursday swore in Hon. Felicia Isata Wuleh Philips as the new Member of Parliament for Kono District, following the death of Hon. Lucinda Finda Kellie.

Hon. Philips took the Oath of Office on 9th July 2026 in the Chamber of Parliament. The ceremony came after the Electoral Commission for Sierra Leone officially notified the House of her election in line with constitutional requirements.

Rt. Hon. Speaker Segepoh Solomon Thomas declared her duly elected and instructed the Clerk of Parliament to administer the oath under Section 83 of the 1991 Constitution and Standing Order 1A of the Third Schedule.

Welcoming her to the Sixth Parliament of the Second Republic, Speaker Thomas urged the new lawmaker to remain committed to the people of Kono District.
“The work of Parliament is demanding, but it is also an honour to serve the people,” he said. “You are coming in to continue the work started by your predecessor. Serve with integrity, listen to your constituents, and bring their concerns to this House.”

The Speaker advised Hon. Philips to be punctual, diligent and conversant with the Constitution and Standing Orders to enable her to effectively take part in debates, lawmaking and oversight. He also assigned her the seat previously occupied by the late Hon. Kellie.

Hon. Philips assumes office with immediate effect and will serve the remainder of the current parliamentary term as Kono’s representative.

Members of Parliament across party lines welcomed her to the House and expressed hope that she will contribute meaningfully to national development.
