The Public Sector Reform Unit has concluded entrance meetings with public universities in Freetown as part of the Government’s nationwide Management and Functional Review of the higher education sector.
The engagements held on Tuesday, 14 July 2026, mark the formal start of an assessment aimed at improving governance, efficiency, and service delivery in public universities across the country.
PSRU Chief of Programmes, Albert Williams, said the meetings were meant to build collaboration with university management and secure their support for the review process.
He explained that the exercise aligns with government’s broader public sector reform agenda focused on transparency, accountability, and institutional effectiveness.
“The review will help strengthen the quality of higher education, improve graduate employability, and ensure universities contribute more meaningfully to national development,” Williams stated.
He noted that the assessment will examine both the strengths and weaknesses of universities and will propose practical reforms to enhance governance, operational efficiency, accountability, and overall performance.
The Management and Functional Review was approved by Cabinet to determine whether public universities have appropriate governance structures, effective administrative systems, adequate staffing, sound financial management, and alignment with national education priorities.
PSRU will assess key areas including leadership and governance, organizational structure, human resource management, financial controls, resource allocation, revenue generation, and institutional accountability.
Vice Chancellor and Principal of COMAHS, Professor James Russell, welcomed the initiative on behalf of his institution. He pledged full cooperation and expressed optimism that the review would help improve efficiency and service delivery.
At the end of the exercise, PSRU is expected to submit recommendations focused on strengthening university governance, modernizing management systems, optimizing financial and human resources, and aligning higher education with Sierra Leone’s development goals.
