The drive to improve land administration services in Sierra Leone has taken another step forward as the Sierra Leone Land Administration Project engages prospective contractors for the construction of new National Land Commission offices nationwide.
SLLAP recently held a pre-bid meeting with intending bidders for the civil works contract covering the construction of the National Land Commission Headquarters in Freetown and regional offices in Bo, Kenema, Makeni, and Port Loko.
Following the meeting, project representatives, consultants, and bidders conducted physical inspections of the proposed construction sites. The visits allowed contractors to assess existing conditions, understand technical requirements, and gather important information needed to prepare their bids.
The exercise is part of a transparent procurement process aimed at ensuring all bidders receive the same information and have equal opportunity when submitting proposals. A project representative explained that the site visits are important because they help contractors understand the practical conditions of each location before beginning the bidding process.
The inspections also allowed bidders to raise questions and seek clarification on technical and contractual issues, helping to reduce challenges during project implementation.
For communities outside Freetown, the construction of regional National Land Commission offices is expected to improve access to land services by bringing key services closer to citizens and strengthening the management of land records.
The World Bank-supported project forms part of wider efforts to modernise Sierra Leone’s land administration system through improved infrastructure, efficiency, and transparency.
As the procurement process continues, the planned offices represent more than new buildings — they are expected to support a more accessible and effective land service system for people across the country.
