The Minister of Employment, Labour and Social Security, Hon. Umaru Napoleon Koroma, has ordered a comprehensive review of all labour recruitment agencies operating in Sierra Leone and their licences.
The directive was issued during a high-level meeting with representatives of labour migration agencies held on Monday, September 14, 2026, in Freetown.
The meeting was convened to set new performance standards centred on legal compliance, safe migration and national security, amid growing concerns over alleged exploitation of Sierra Leonean jobseekers.
Addressing the agencies, Minister Koroma reaffirmed that the Guinea transit route remains temporarily frozen while investigations continue into reports of Sierra Leoneans being transported across the border into Guinea and abandoned at airports without jobs.
The freeze follows a recent diplomatic visit to Conakry by Vice President Dr. Mohamed Juldeh Jalloh and Minister Koroma, where Sierra Leone engaged Guinean authorities on alleged human trafficking and unregulated recruitment activities along the shared border.
Under the new directives, all agencies with valid licences are required to submit updated documentation detailing their recruitment, processing and overseas placement activities for verification and compliance assessment.
The Minister warned that agencies failing to comply with legal requirements and safe migration practices will face regulatory action.
Representatives of the recruitment agencies congratulated Minister Koroma on his appointment and pledged to cooperate with the Ministry in implementing the new measures.
The Ministry says the review is part of broader reforms to sanitise labour migration, protect citizens from exploitation and ensure overseas employment is conducted in line with national and international standards.
