Parliament Passes National Early Warning and Response Mechanism Centre Act 2025

On Tuesday, May 27, 2025, the Parliament of Sierra Leone debated and passed, with amendments, the National Early Warning and Response Mechanism Centre Act 2025, aimed at enhancing the country’s capacity for human security and peacekeeping.

The Act establishes a National Early Warning and Response Mechanism Centre, tasked with providing timely alerts on issues affecting human security. Minister of Planning and Economic Development, Kenyeh Barlay, presented the Bill, emphasizing the Centre’s role in fostering peace and security while generating critical data for disaster management.

Minister Barlay stated, “The enactment will benefit the government and people by providing a legal framework that mitigates crises.” She highlighted the Centre’s potential to improve early warning systems and strengthen technical management for effective response.

During the debate, Hon. Musa Fofanah, Chairman of the Committee on Planning and Economic Development, praised the Bill as timely and acknowledged the Ministry’s efforts in advancing the sector. He urged swift passage into law to address potential disasters proactively.

Hon. Catherine Zainab Tarawallie, Deputy Opposition Whip, noted that the Bill transcends political divides, serving the interests of all citizens. She called for further examination of specific areas within the Bill to enhance its effectiveness.

The Acting Leader of the Opposition, Hon. Daniel Brima Koroma, expressed support for the Bill, emphasizing its non-controversial nature and its benefits for the country. However, he raised concerns regarding the composition of the governing board and advocated for the inclusion of women in key appointments.

In closing, Hon. Mathew Sahr Nyuma, Leader of Government Business, thanked the opposition for their support and reiterated the Bill’s importance in providing alerts for potential disasters that could adversely affect the nation and its citizens.

The Bill successfully navigated various legislative stages, including amendments in the Committee of the Whole House, marking a significant step toward bolstering disaster preparedness and response capabilities.
