HRCSL Strengthens Ties with ECOWAS Court of Justice to Enhance Human Rights Protection

The Human Rights Commission of Sierra Leone (HRCSL) has recently engaged in a significant dialogue with a delegation from the ECOWAS Court of Justice, led by its President, Hon. Justice Ricardo Claúdio Monteiro Gonçalves. The meeting took place at HRCSL’s headquarters in Tower Hill, Freetown, and aimed to bolster collaboration between the two institutions.

Vice Chairperson Victor Idrissa Lansana Esq. spearheaded the discussions, emphasizing the shared mandate of both bodies to promote and protect human rights. He expressed HRCSL’s commitment to supporting the Court’s efforts, particularly in cases relevant to Sierra Leone.

Honourable Justice Sengu Koroma, Vice President of the Court, conveyed his enthusiasm for the partnership, underscoring the Court’s dedication to justice and human rights advocacy. He highlighted the Court’s development from resolving interstate disputes to integrating human rights jurisdiction, and the vital role of national institutions like HRCSL in this evolution.

Mr. Apraku Nketiah, Head of Legal Services and Research at the Court, elaborated on the importance of collaboration for effective advocacy and enforcement of the Court’s judgments. He noted that while the Court delivers rulings, the responsibility for enforcement lies with member states, making partnerships essential for compliance.

The President of the Court acknowledged the challenges surrounding the execution of judgments, attributing them to the varying willingness of states to adhere to court orders. He expressed interest in understanding the relationship between HRCSL and the Sierra Leonean government, particularly regarding budgetary support for the Commission.

Both institutions reaffirmed their commitment to a strengthened partnership, aiming to enhance human rights protection and promotion throughout the region.
