AfDB Unveils $500 Million Strategy to Boost Sierra Leone’s Economy

Sierra Leone is set to receive a significant financial boost aimed at enhancing its economic development, as the African Development Bank (AfDB) has approved a five-year Country Strategy Paper (CSP) for 2025–2030, committing approximately $500 million. This initiative seeks to foster sustainable growth, resilience, and inclusive development across the nation.

The CSP is in alignment with the government’s Medium-Term National Development Plan (2021–2025) and Vision 2030, which aspire to elevate Sierra Leone to a middle-income economy. Despite recent economic momentum, characterized by an average GDP growth of 6.7% from 2020 to 2024—largely driven by agriculture and services—the country continues to grapple with critical infrastructure deficits, limited private sector growth, high dependency on food imports, and increasing vulnerability to climate change.

Under this new strategy, the AfDB will focus on renewable energy initiatives, climate-resilient road infrastructure, and improvements in water and sanitation systems. Additionally, the plan emphasizes agro-industrial transformation to decrease reliance on staple imports, enhance domestic processing, and generate job opportunities for women and youth. Notably, the CSP incorporates initiatives like the Affirmative Finance Action for Women in Africa (AFAWA), aimed at supporting women-led agribusinesses and improving supply chain efficiency through digital innovations.

The total projected financing for the initiative, including contributions from various development partners, is estimated to reach $2.1 billion. Successful implementation will require coordinated efforts among government institutions, the private sector, civil society, and development partners, with a strong emphasis on environmental and social safeguards, private sector engagement, and the development of small and medium-sized enterprises (SMEs).

Officials anticipate that the AfDB’s strategy could create over 500,000 jobs through agro-industrialization and support for SMEs. If executed effectively, the CSP is expected to accelerate progress towards achieving Vision 2030, enhance food security, and mitigate inequalities that contribute to the nation’s fragility.
