SOGREA Initiative Unveils €22 Million Fund to Boost Green Mini-Grid Development

The Salone Off-Grid Renewable Energy Acceleration (SOGREA) Initiative has launched an Investment Support

FREETOWN, 21 October 2025 — The Salone Off-Grid Renewable Energy Acceleration (SOGREA) Initiative has launched an Investment Support Window aimed at catalyzing private sector investment in Green Mini-Grids (GMGs) to enhance electricity access across Sierra Leone.

In collaboration with the Government of Sierra Leone and private sector partners, this initiative seeks to unlock new investments that will significantly contribute to the country’s universal energy access goals. The project is funded by the European Union (EU) and implemented by the United Nations Office for Project Services (UNOPS), with support from Sustainable Energy for All (SEforALL).

The initiative has earmarked an indicative total of €22 million in catalytic investment support, targeting private developers and operators to facilitate the development, financing, construction, ownership, and operation of mini-grids in rural areas. This funding is strategically aligned with the Government of Sierra Leone’s commitment to achieving financially sustainable electrification in underserved regions.

The SOGREA Milestone-triggered Capital Expenditure (CAPEX) Investment Support will provide partial financial assistance to private entities, helping to offset some of the capital costs associated with establishing new GMGs and upgrading existing facilities. This investment is not only intended to increase the number of electrical connections but also to lower electricity tariffs for consumers.

With recent reforms in the mini-grid sector, the Government of Sierra Leone has introduced advanced regulations and a robust tariff-setting mechanism. The SOGREA investment support aims to bridge the gap between the necessary tariffs for sustainable mini-grid energy supply and the prices that households can realistically afford.
