OVER VOTING SCANDAL: APC CONSTITUENCY 044 ELECTION DRAGGED TO PPRC

MAKENI — The crisis over the All People’s Congress (APC) Constituency 044 executive election has deepened, with Chairman Candidate Mohamed Kakay formally petitioning the Political Parties Regulation Commission (PPRC) to nullify the results of the election held in Makeni on 11th October 2026 over alleged over-voting.

In an 8-point petition dated 12th October 2026 addressed to the Chairman and Commissioners of the PPRC, Kakay, who described himself as Lead Petitioner, said the petition is “principally founded on documentary evidence of over-voting contained in the official Result Reconciliation Forms (RRFs).”

According to the petition, the Constituency 044 election has now suffered four troubled attempts.

The first attempt failed after complaints that qualified delegates were denied voting rights and accredited observers were blocked from the polling station. The second was cancelled by the APC’s Independent Elections Management Committee (IEMC) itself over allegations of over-voting.

The third attempt did not hold, as the IEMC National Coordinator and his team proposed a power-sharing deal instead of an election, a move Kakay said violated delegates’ right to freely choose their leaders.

The fourth attempt, conducted on 11th October in Makeni, Bombali District after being moved from Koinadugu, has again generated controversy, with Kakay arguing that the official RRFs “contain discrepancies that provide documentary grounds for challenging the credibility of the election based on over-voting.”

“It is particularly concerning that an election requiring four scheduled attempts has again generated serious questions about its credibility,” Kakay noted.

He is urging the PPRC to obtain and examine the total number of eligible delegates, the number accredited on election day, ballot papers issued and accounted for, votes recorded per position, and the extent of discrepancies in the RRFs.

“Where the official records demonstrate that the votes recorded exceed the number legitimately available to be cast, the Commission should determine the appropriate remedy,” the petition states.

Beyond the figures, Kakay raised concerns about the conduct of IEMC officials, stating: “We no longer have trust and confidence in the IEMC” and calling for the replacement of the National Coordinator and other national and regional officers who supervised the Makeni poll.

He is asking the PPRC to grant eight reliefs, including: investigation of the documented over-voting; examination of all original electoral records; review of all previous complaints on Constituency 044; ordering a fresh credible election if material over-voting is established; use of separate, clearly labelled ballot boxes per position; allowing not less than five accredited agents per contesting team; replacing disputed officials; and establishing written safeguards to prevent recurrence.

Kakay stressed that his request is not for the PPRC to favour any contestant but “to ensure that the outcome of the election is supported by reliable records and that the rights of eligible delegates are protected.”

“The credibility of an election depends not merely on the announcement of results but on whether those results can be supported by reliable records,” he warned.

As of press time, the PPRC was yet to acknowledge receipt of the petition, while the APC IEMC had not responded to the specific claims of over-voting contained in its own forms.
