The Chief Administrator of the Makeni City Council, Mr. Daniel Kpukumu, has been summoned to appear before the Parliamentary Oversight Committee on Transparency following his failure to attend a crucial session on August 19, 2025.
Chaired by Hon. Ambrose Maada Lebbie, the committee is currently conducting an oversight mission in Makeni, the capital of Bombali District, to address issues highlighted in the Auditor General’s 2023 report. This report raises serious concerns regarding financial management and operational practices within the council.
Committee members expressed that Kpukumu’s absence has hindered their efforts and raised questions about the respect for parliamentary authority. They referenced Section 95 of Sierra Leone’s 1991 Constitution, which categorizes non-compliance with parliamentary summons as contempt of Parliament.
The oversight mission operates under the Local Governance Act of 2022 (as amended), emphasizing the need for local government officials to cooperate with inspections aimed at enhancing accountability and transparency. Kpukumu is expected to appear at the Bombali District Council Hall today to clarify his absence. The committee has warned that continued non-compliance may result in legal repercussions, including potential arrest.
Hon. Lebbie reiterated Parliament’s commitment to holding public officials accountable, underscoring that both the actions and inactions of local authorities will be scrutinized as part of Sierra Leone’s ongoing governance reforms.
