Civil Rights Coalition Commends Government Delegation Led by the Minister of Finance at IMF/World Bank Spring Meetings 2026, Highlights Gains for Education Sector

The Civil Rights Coalition (CRC), a civil society organization dedicated to advancing quality education and human capital development, warmly commends the Honourable Minister of Finance, Sheku Ahmed Fantamadi Bangura, for his exemplary leadership in representing Sierra Leone at the IMF/World Bank Spring Meetings 2026 held in Washington, D.C.

The Coalition further recognizes the strategic inclusion of the Honourable Minister of Basic and Senior Secondary Education in the high-level delegation. This demonstrates Government’s continued commitment to aligning economic policy with education sector priorities, in line with His Excellency President Julius Maada Bio’s flagship agenda on human capital development.

CRC notes with appreciation that the meetings brought together global leaders, development partners, and financial institutions to deliberate on critical international economic issues. Of particular significance is the Government’s proactive engagement with the International Monetary Fund (IMF) and the World Bank Group to secure support aimed at mitigating the economic effects of the ongoing Middle East crisis.

The Coalition highlights that the Minister’s discussions on sustaining macroeconomic stability characterized by low inflation, a stable exchange rate, and improved fiscal discipline are essential foundations for sustained investment in education. Strong economic management directly enables increased funding for schools, teacher development, learning materials, and educational infrastructure across the country.

CRC is particularly encouraged by Government’s ongoing reforms in public financial management, including improvements to the Public Financial Management Act and Public Procurement systems. These reforms are critical in ensuring transparency, efficiency, and accountability in the allocation of resources to the education sector.

Furthermore, CRC recognizes the importance of continued collaboration with development partners to safeguard progress in education, especially in the face of global economic shocks that threaten food security and household incomes factors that directly affect school attendance and learning outcomes.

The Coalition also acknowledges Government’s exploration of financing options such as the Rapid Response Option (RRO) and its engagement under the IMF’s Extended Credit Facility (ECF), which could provide critical fiscal space to sustain social sector investments, including education.

CRC notes that Sierra Leone’s recent macroeconomic gains are already contributing to positive outcomes in the education sector. These include improved policy planning, better resource allocation, and sustained implementation of education reforms. Continued international support will further strengthen these gains, ensuring that access to quality education is expanded, particularly for vulnerable and underserved communities.

In conclusion, Civil Rights Coalition reiterates its support for Government’s efforts to stabilize the economy and protect investments in human capital development. We urge sustained prioritization of education financing and policy reforms to ensure that every Sierra Leonean child benefits from inclusive and quality education.
