The Sierra Leone Students’ Loan Scheme, SLOAN-SL, has validated its Strategic Plan for 2025–2030, setting a target to provide loans to 10,000 students and transform higher education financing in the country.
The validation took place during a stakeholder workshop focused on improving access to tertiary education and aligning the Scheme with national priorities on economic transformation, innovation, food security and development.
Chairperson of the Board of Trustees, Sitta Isata Kaikai, described the adoption of the first Strategic Plan as a major step toward reshaping how higher education is financed in Sierra Leone.
Kaikai highlighted achievements by the Scheme, including support for postgraduate students and the establishment of an institutional framework for a revolving loan programme. She said the new plan will strengthen governance, improve operational systems, enhance resource mobilisation and loan recovery, and expand support to undergraduate students.
A consultant to SLOAN-SL stated that the Scheme will prioritize STEM programmes and students from underserved regions in the rollout of the plan.
Deputy Minister of Technical and Higher Education, Sarjoh Aziz-Kamara, described the Strategic Plan as a roadmap that will guide the operations of the Scheme through 2030.
He noted that SLOAN-SL was established under the Human Capital Development Agenda to improve access to higher education, particularly for students from disadvantaged backgrounds. He encouraged stakeholders to critically review the document to ensure it meets the needs of future generations.
