NRA Chief Engages UNCTAD on Revenue Mobilization in Geneva

Geneva, Switzerland, October 22, 2025 — The Commissioner General of Sierra Leone’s National Revenue Authority (NRA), Madam Jeneba J. Bangura, engaged in a productive dialogue with Mr. Renaud Massenet, Chief of the Automated System for Customs Data (ASYCUDA), during the United Nations Conference on Trade and Development (UNCTAD). The discussions focused on collaboration in areas such as policy review, revenue mobilization, systems audit, and capacity building, all integral to President Julius Maada Bio’s Big Five Game Changers agenda.

Representing President Bio, Commissioner General Bangura expressed gratitude for Mr. Massenet’s leadership and UNCTAD’s ongoing technical support, particularly through the ASYCUDA World platform, which aims to enhance revenue mobilization, transparency, and operational efficiency. She emphasized that continuous training and system improvements are vital for restoring confidence among both internal and external stakeholders in Sierra Leone’s revenue institutions.

Bangura highlighted that the priority areas identified by Mr. Massenet, including technical and financial assistance, align closely with the Government of Sierra Leone’s development goals. She reaffirmed the country’s commitment to strengthening its revenue administration and called for sustained collaboration with UNCTAD to advance digital transformation, revenue governance, and e-commerce initiatives.

In his remarks, Mr. Massenet praised Sierra Leone’s leadership and progress in enhancing revenue mobilization and digital initiatives. He noted the NRA’s efforts to upgrade digitization and improve training and capacity building as critical steps toward sustainable economic growth.

Mr. Massenet reiterated UNCTAD’s commitment to supporting Least Developed Countries (LDCs) like Sierra Leone, ensuring that the benefits of improved revenue mobilization and digital systems reach all citizens. He affirmed UNCTAD’s readiness to continue providing technical assistance and capacity-building support in areas such as audit, digitization, and system modernization.

He also commended Bangura for her active participation in the 31st Session of the United Nations Committee of Experts on International Cooperation in Tax Matters, currently underway in Geneva.

Both parties recognized the engagement as a foundation for ongoing collaboration and constructive dialogue, aimed at achieving tangible outcomes in their shared interests.

The Permanent Mission of Sierra Leone to the United Nations and Other International Organizations in Geneva continues to advocate for Sierra Leone’s interests within the multilateral framework, particularly during the current UN discussions on international tax cooperation.
