Ministry of Communication Launches Learn2Earn Program to Enhance Youth Employment in Tech

Freetown, Sierra Leone — The Ministry of Communication, Technology, and Innovation (MoCTI), in collaboration with UNICEF Sierra Leone, has unveiled the Learn2Earn Program, a pilot initiative designed to empower young people for income generation through digital freelancing.

During the launch event, Stevenson K. Kamanda, Permanent Secretary of MoCTI, emphasized that the program represents a strategic shift towards job creation that enables youth to earn independently. This initiative is part of the Ministry’s broader goal of generating 65,000 jobs within the technology and innovation sector.

“The program addresses the widening gap between the growing number of youth entering the job market and the scarcity of traditional employment opportunities,” Kamanda stated. He added that the initiative aligns with the Government’s Big Five Agenda, especially its focus on Human Capital Development, and offers an alternative pathway into the global gig economy.

Jesse Kamara, Innovation Lead at MoCTI, elaborated on the program’s structure, noting that it aims to transition participants from learning to earning through mentorship, practical experience, and accountability. The initiative will be supported by seasoned freelancers who have successfully navigated platforms like Upwork and the Bounty platform.

The inaugural cohort consists of 30 selected participants who will engage in a month-long program featuring a combination of in-person orientation, virtual mentorship, and hands-on freelance job applications.
