FREETOWN – The Political Parties Regulation Commission says it cannot implement its directive on the leadership transition of the main opposition All People’s Congress due to a pending court case, leaving the current executive to remain in office for now.
In a statement signed by Director of Public Education and ICT Lucien H.L. Momoh, the PPRC said it is constrained from moving forward until the court determines the matter.
On February 13, 2026, the Commission invoked Section 39(5) of the Political Parties Act 2022 to extend the APC executive’s tenure by six months. The extension followed an intervention by senior party stakeholder Dr. Sylvia Olayinka Blyden, who argued that removing executives immediately upon expiration of their three-year term would cause institutional instability.
The second part of the directive stated that if no National Delegates’ Conference was convened after the six months, the Leader of the APC in Parliament along with five MPs, one from each region, would manage party affairs until the Conference.
That six-month period was due to expire on August 18, 2026. With no Conference held, the parliamentary leadership arrangement was expected to take effect. The court challenge has now halted that process.
The development has drawn criticism from some party members. Honorary Executive Member Hon. Rollings-Kamara formally wrote to the PPRC questioning the legal basis for parliamentary leadership to take over management. Former Majority Leader Ibrahim Rassin Bundu had also issued a seven-day ultimatum to the Commission in early August, demanding a substantive ruling and warning of legal action if none was issued.
The PPRC confirmed the status quo will remain until the court rules.
The APC has been holding lower-level elections to rebuild structures ahead of a National Delegates’ Conference. Constituency elections were postponed in July to allow for internal engagements and administrative processes. The party has not yet set a new date for the Conference.
