AG Engages Makeni on New Legal Framework and Constitutional Review

AG and Minister of Justice, Alpha Sesay, met with citizens of Makeni City and the wider Bombali District to discuss the newly enacted Criminal Procedure Act 2024 and the ongoing Constitutional Review Process.

Makeni, September 16, 2025 — AG and Minister of Justice, Alpha Sesay, met with citizens of Makeni City and the wider Bombali District to discuss the newly enacted Criminal Procedure Act 2024 and the ongoing Constitutional Review Process. This engagement was part of the Ministry of Information and Civic Education’s Civic Day Series.

During his address at UNIMAK Hall, Sesay highlighted that the Criminal Procedure Act 2024, which officially took effect today, replaces an outdated legal framework that had governed the justice system for over three decades. He emphasized that the new Act introduces modern procedures aimed at ensuring speedy, fair, and accessible trials, thereby enhancing justice delivery throughout the country, including in provincial areas.

In light of recent incidents, including a robbery in Bo City and the murder of a Reverend Father in Kenema, the AG assured the audience that these cases will be prosecuted under the new legal framework, which guarantees timely and just trials.

Turning to the Constitutional Review Process, Sesay noted that this initiative has been ongoing since the signing of the Lomé Peace Agreement in 1999. He acknowledged the foundational work of the late Justice Edmond Cowan and the Constitutional Review Committee, which engaged over 10,000 citizens in nationwide consultations. The AG stressed that this process reflects continuity across three successive administrations, underscoring the government’s commitment to concluding it transparently and inclusively.

He elaborated that the revised Constitution will enshrine fundamental human rights, support governance reforms, and ensure the continuation of key policies such as free quality education. A new chapter dedicated to governance is currently in the technical drafting phase. Once finalized, the proposed Constitution will be presented to Parliament and subsequently to the citizens of Sierra Leone for approval.

The AG reaffirmed the government’s commitment to maintaining public engagement throughout the review process, assuring citizens that their voices will remain central until the new Constitution is formally adopted.
