Civic Engagement Flourishes in Makeni During National Civic Day Series

Makeni, September 16, 2025 — The National Civic Day Series, hosted by the Ministry of Information and Civic Education, successfully brought together government officials and opposition members in Makeni to address crucial governance issues affecting citizens. The event highlighted significant topics such as the National Census, Constitutional Review, and agricultural development, fostering a vibrant dialogue among attendees.

Attorney General Alpha Sesay opened the proceedings by announcing the implementation of the Criminal Procedure Act 2024, which regulates criminal proceedings in Sierra Leone. He revealed that five individuals connected to the murder of Reverend Father Amadu in Kenema had been arrested, marking a pivotal moment as they would be among the first charged under the new legislation.

Continuing the theme of reform, AG Sesay emphasized the ongoing Constitutional Review, rooted in the Lome Peace Accord of 1999. He reassured citizens that President Dr. Julius Maada Bio is committed to finalizing this review to ensure the 1991 Constitution aligns with contemporary needs.

In a focus on agriculture, Minister of Agriculture Dr. Henry Musa Kpaka declared that Sierra Leone is on a path to food self-sufficiency. He reported a significant increase in local rice production, leading to lower prices for imported rice. Notably, the World Food Programme now incorporates 40% local rice into its school feeding programs. Dr. Kpaka also highlighted Makeni’s status as the second-largest egg producer in the country, attributing this to a government-backed $20 million credit facility for farmers.

The conversation then shifted to youth welfare, as Minister of Social Welfare Melrose Karminty urged young people to refrain from illegal migration routes, particularly through Libya. She announced the implementation of measures to punish those who exploit vulnerable youths and discussed rehabilitation efforts for individuals affected by drug use.

Minister of Tourism and Cultural Affairs Nabeela Tunis presented a strategic plan aimed at revitalizing Sierra Leone’s tourism sector. She spoke about new infrastructure developments designed to attract both local and international visitors, which she believes will significantly enhance the country’s economy.

Rtd AIG Morie Lengor, Minister of Internal Affairs, informed attendees about ongoing police reforms aimed at creating a more responsive law enforcement system. He encouraged citizens to register with the National Civil Registration Authority to access essential services.

Dr. Emmanuel Gaima, Principal Executive Adviser to the President, reported on the progress of public sector reforms, noting that 84% of the Tripartite Recommendations have been implemented.

Political stability was underscored by Hon. Catherine Zainab Tarawally, a Member of Parliament from the All People’s Congress, who refuted claims that the Tripartite Committee aims to undermine President Bio’s leadership, clarifying its role in enhancing the electoral system.

Hon. Ibrahim Barrie commended the government for releasing political prisoners and called for urgent road improvements leading to the Makeni government hospital to save lives.

Mayor Abubakarr Kamara expressed appreciation for the government’s commitment to providing reliable electricity but urged reconciliation regarding former President Ernest Bai Koroma, emphasizing the need for unity.

The event concluded with a call to action from Samuel Ansumana, Director of Communication at Statistics Sierra Leone, who urged citizens to prepare for the December 2026 National Census, reinforcing the government’s commitment of $24 million to ensure a transparent and inclusive process.
