NCRA Issues Identity Documents to 145 Returnees at Lungi Airport

In a significant step towards supporting the reintegration of vulnerable returnees, the National Civil Registration Authority (NCRA) issued identity documents to 145 Sierra Leonean migrants at Old Lungi International Airport on October 7, 2025. This initiative follows the recent signing of a Memorandum of Understanding (MoU) between the NCRA and the International Organization for Migration (IOM).

The partnership aims to enhance identity verification processes for returnees who have faced numerous challenges, including economic instability and border disruptions. Many had been stranded abroad without proper identification, hindering their access to essential social services. Through IOM’s Assisted Voluntary Return and Reintegration (AVRR) program, supported by the European Union, the returnees received free National ID Cards and Birth Certificates from the NCRA’s mobile enrollment team.

Director General Mohamed Mubashir Massaquoi emphasized the importance of the MoU, stating that the collaboration with IOM not only welcomes Sierra Leoneans back home but equips them with vital tools for rebuilding their lives. “These documents serve as the foundation for their dignity and opportunities,” he remarked, echoing President Julius Maada Bio’s vision of inclusive governance.

Returnees expressed their appreciation to both the NCRA and IOM for facilitating their swift reintegration, with many looking forward to restarting their lives in Sierra Leone.

The issuance of identity documents at the airport marks the initial phase of a broader initiative targeting 1,000 beneficiaries. This effort underscores Sierra Leone’s commitment, in partnership with IOM and other stakeholders, to combat statelessness, provide universal ID coverage, and ensure that no citizen is left behind.
