Sierra Leone’s Parliament is set to hold a pre-legislative hearing on Wednesday, October 29, 2025, to commence formal discussions on the 78 recommendations put forth by the Tripartite Committee for electoral and democratic reform.
As announced in a public notice from the Office of the Clerk of Parliament, the hearing will begin at 10:00 a.m. at the Country Lodge Hotel in Hill Station, Freetown. The Attorney General and Minister of Justice will present the recommendations to Members of Parliament for their evaluation.
The Tripartite Committee, comprising representatives from the Sierra Leone People’s Party (SLPP), the opposition All Peoples Congress (APC), and international moral guarantors, was formed to assess the country’s electoral systems in the wake of the contentious June 2023 general elections. The committee delivered its final report to President Julius Maada Bio in July 2024.
The extensive set of 78 recommendations includes vital reforms aimed at enhancing the independence and transparency of the Electoral Commission, improving voter registration processes, bolstering election security, and proposing constitutional and legal amendments. Key proposals feature a more transparent method for appointing electoral commissioners, fixed election dates, and reforms in campaign finance and electoral dispute resolution mechanisms.
President Bio has previously praised the collaborative efforts that culminated in the report, reaffirming his commitment to working alongside the opposition to tackle democratic challenges and implement the proposed reforms.
Wednesday’s hearing represents a crucial step in the parliamentary process to turn these recommendations into actionable legislation.
