SPEAKER HAS NO POWER TO AMEND CONSTITUTION WITHOUT 2/3 MAJORITY – APC LEADER KARGBO

FREETOWN — All People’s Congress Parliamentary Leader Hon. Abdul Kargbo has said the Speaker of Parliament lacks the constitutional authority to amend Sierra Leone’s Constitution without securing a two-thirds majority vote in Parliament.

Speaking in an interview on Saturday, August 15, 2026, Kargbo warned that any attempt to alter the supreme law outside the required procedure would be invalid.

“If someone touches the Constitution illegally, procedurally improperly, or without the required two-thirds majority, then the Constitution has not been amended,” he said.

He maintained that the authority to approve constitutional amendments lies with Parliament acting in accordance with the law, not with the Speaker acting independently.

Kargbo noted that the lengthy consultations and lobbying among MPs during the amendment debate showed how important it is to secure the required support.

He added that the APC and other MPs stood firm on due process and did not support any attempt to bypass the constitutional threshold.

His remarks come amid continued public debate over the legality and procedure surrounding the current constitutional amendment process.
