State House, Freetown, Thursday, 30 October 2025 – President Dr. Julius Maada Bio has unveiled a comprehensive set of measures aimed at combating the escalating Kush epidemic in Sierra Leone. This announcement took place during a high-level meeting with stakeholders at State House, where the one-year report from the National Taskforce on Drug and Substance Abuse was thoroughly reviewed.
In his address to ministers, security leaders, justice officials, and civil society representatives, President Bio underscored the Kush crisis as a significant threat to the nation’s social stability, public health, and security. He emphasized the urgent need for a united response, stating that the presentations from various stakeholders highlighted “a profound national urgency” to address the issue of drug abuse.
To bolster the country’s response, President Bio outlined five key initiatives:
First, he announced the Establishment of a Special Fund dedicated to supporting five pillars of the anti-Kush campaign: Prevention, Care and Treatment, Social Support, Law Enforcement, and Community Engagement. This fund aims to ensure a sustainable flow of resources for both ongoing and future initiatives.
Second, the President proposed the Creation of a Special Court to expedite drug-related cases. This dedicated court will be staffed by designated judges and magistrates to ensure swift justice against traffickers and dealers.
Third, a Formation of a Special Security Unit was announced, comprising personnel from the Operational Support Division of the Sierra Leone Police and the Republic of Sierra Leone Armed Forces. This unit will conduct coordinated raids on known drug hotspots and make immediate arrests.
Fourth, the President called for the Issuance of a New Practice Direction by the Chief Justice to standardize proceedings and sentencing in drug-related cases, ensuring greater consistency and a strong deterrent effect.
Lastly, he directed the Attorney-General and Minister of Justice to expedite a comprehensive review of all drug-related legislation, introducing tougher penalties, strengthening enforcement, and facilitating asset seizures from those profiting from the Kush trade.
In a firm tone, President Bio warned public officials against colluding with drug traffickers, declaring, “No public official will be spared. There are no sacred cows.”
He appealed for a unified national effort, urging citizens to recognize warning signs, support one another, and foster an environment of healing rather than stigma. “This is a fight that requires heart and unity from every citizen and every sector,” he stated, emphasizing the need for collaborative action from families, educators, communities, and businesses.
Expressing his sympathy for families affected by drug abuse, President Bio reaffirmed the government’s commitment to expanding care and support services for those in need. “Our collective efforts must bring hope and restoration to every affected family and community,” he said.
The event also featured a poignant testimony from Michael Tamba Komba, a former RSLAF footballer who shared his personal journey with drug abuse. He expressed gratitude for the government’s timely intervention that aided his rehabilitation and highlighted his ongoing community outreach through his charity, “Kick Start,” which aims to help young people recover from substance abuse.
